Is there a curfew in place?

There is no curfew in place. 

Are there any cases of coronavirus in Dominica?

As of November 2, 2021, Dominica’s positive COVID-19 cases stand at 349. There are 4, 328 total confirmed cases and 32 deaths. 

Approved vaccines by the Ministry of Health are Pfizer, AstraZeneca (India and South Korea), Moderna, Janssen (Johnson & Johnson), Sinopharm, and Sinovac. Further vaccines may be added by the Ministry of Health, as approved by the World Health Organization.

What are the protocols for entry into Dominica?

• Travelers who are fully vaccinated will be exempted from quarantine once their Antigen Test received on arrival is negative. See disembarkation, quarantine, and testing protocols here.

Pre-Arrival protocols for fully Vaccinated Travelers 
Travelers will continue to:

1. Submit a health questionnaire online at least 24 hours prior to arrival: accessible via https://domcovid19.dominica.gov.dm/#
2. Upload a negative PCR – taken within 24 – 72 hours prior to travel.
3. Upload vaccination certificate
4. If applicable, upload a medical record as proof of a previous infection of COVID-19
5. Pay for Antigen Test online - EC$100 at https://epayment.dominica.gov.dm/
6. Traveler must present the following to airlines or other travel carriers prior to boarding for travel to Dominica, and upon disembarkation in Dominica:
   1. Negative PCR test result from a swab taken within 24-72 hours prior to arrival.
   2. Email notification of health clearance to travel. (Email received once the health questionnaire has been completed and submitted)

Disembarkation
Upon disembarkation, travelers should:

1. Sanitize their hands at sanitization stations as directed.
2. Undergo a health assessment to include a temperature check.
3. Present the following:
   
   1. Email notification of health clearance to travel to Dominica.
   2. Negative PCR test result
   3. Vaccination certificate
   4. Receipt for payment of Antigen test. Travelers who need to follow up on receipts from online payments should contact the Treasury Department at (767) 266 3328 or email at accgensecretary@dominica.gov.dm and cc: pinardb@dominica.gov.dm as per instructions received
   5. Travelers must present the following prior to boarding and upon disembarkation in Dominica:

Testing and Quarantine:

An Antigen Test will be administered to all travelers on arrival.

1. If the Antigen Test is positive and the traveller is symptomatic, the traveler will be admitted to the Covid Care Complex (CCC). 
2. If the Antigen Test is positive, and traveller is asymptomatic, an authorized health care provider shall place a red band on the wrist of the traveller, and the traveller must be isolated at home or at a certified Safe in Nature property for a minimum period of 10 days at the traveller's expense.
3. If the Antigen Test is negative the traveller will be deemed medically cleared at the discretion of medical officials.
   1. Travellers shall proceed to Immigration for processing and to Customs for screening
   2. There shall be no mandatory quarantine for fully vaccinated travelers who have been deemed medically cleared.
   3. Travellers who are positive and asymptomatic shall utilize certified transportation to isolation.
   4. Travellers who are positive and asymptomatic shall self-monitor, record temperature daily, and report any symptoms to health professionals.
   5. Travellers who are positive and asymptomatic and are utilizing paid accommodation shall only book at Safe in Nature certified properties.

Protocols for Children, Families, and Groups:

The following addition to the protocols relates to children, families, and groups:

• Some families may be traveling with children who are not vaccinated. Children under 18 years who are traveling with fully vaccinated guardians from the same household will be subject to the same protocols as their fully vaccinated guardians.
• A health screening questionnaire shall be submitted for all travelers aged one (1) year and above.
• Pre-arrival PCR test results shall be uploaded for all travelers aged two (2) and above.
• All travelers aged one (1) year and above shall be swabbed for Antigen and/or PCR, as the protocols dictate.
• If a child should test positive, the entire family will need to be quarantined and tested.
• If a fully vaccinated adult traveler is traveling with an unvaccinated adult traveler (18 years and older) and they are unable to or choose not to be
  separated, all protocols applied to the unvaccinated traveler will also apply to that fully vaccinated traveler.

1. Sanitize their hands at sanitization stations as directed.
2. Undergo a health assessment to include a temperature check.

  2. Negative PCR test result
  3. Confirmed booking at a Safe in Nature accommodation

Which ports of entry are open?

Douglas-Charles and Canefield Airports are open to commercial flights. Dominica seaport is open only to yachts. A combination of screening, testing, monitoring, and other protective measures are in place and are designed to protect and safeguard the health of both residents and visitors to Dominica.

Which airlines are currently traveling to Dominica?

Click here. The schedule is subject to airline changes. Currently, you can access Dominica via San Juan (SJU), St. Maarten (SXM), Antigua & Barbuda (ANU), Barbados (BGI), St. Lucia (SLU), Guadeloupe (PTP), andTrinidad (POS).
As of December 8, 2021, American Airlines will be flying directly from Miami to Dominica weekly on Wednesdays and Saturdays.

Is there a cost for getting tested?

The Rapid tests cost XCD$100.00, and the PCR test costs US$40.00 or EXCD$100.00. Payment can be made here via the Government of Dominica ePayment Portal

How soon will I receive the test results?

The Antigen Test results will be provided within 20 - 30 minutes, and PCR test results take about 24-48 hours.

What happens if I have a high temperature or positive Antigen test?

Any traveler with a high temperature, concerns on their health questionnaire, or a positive Antigen Test will proceed to a secondary screening area. A swab for a PCR test will be taken.

If the traveler is symptomatic, he/she will be transported to mandatory quarantine at an (in-room isolation unit) at a Government operated facility, or certified private property, awaiting PCR results. This traveler will NOT be allowed to engage in the Managed Experience while they await PCR results.

If the traveler is asymptomatic, he/she will be transported to mandatory quarantine at the Government operated facility, awaiting PCR results.

Arriving passengers and crew who will have to undergo a period of quarantine will be identified by color-coded wristbands.  Wristbands will be placed on the passenger's right hand by a medical professional at the port of entry.

What quarantine facilities are available in Dominica?

• Government-operated facilities
• Safe in Nature certified properties can be utilized if approved for on-property managed experience
• Only select Safe in Nature properties can serve as an in-room quarantine facility. These properties must have received approval for their In-Room Isolation to the Managed Experience Accommodation Action Plan Safe in Nature Accommodation

What is the cost for Government Operated Quarantine?

Payments are to be made upon arrival at the Quarantine facility, or via the Government of Dominica ePayment Portal

1. PCR test XCD 100 or US$40 per test
2. Quarantine fee of XCD 400 or US$150 per person for the first night (accommodation and sanitization fee)
3. Accommodation at XCD 225 or US$90 for each additional night
4. Rates per meal for Breakfast XCD 15 or US$6, Lunch XCD 20 or US$8, Dinner XCD 20 or US$8.

When are payments due for Quarantine?

If you stay at a Government certified approved private property their terms and conditions of payment will pertain. However, you will be required to present a confirmed booking for the duration of the mandatory quarantine at that Government approved private facility at the port of entry in Dominica.

For non-nationals that chose to stay at the Government operated quarantine facility, payments are due in advance.

Are there penalties for non-adherence to mandatory quarantine?

Yes, Penalties will be enforced as applicable by law

What safety measures and protocols are in place upon arrival and while on the island?

• All visitors will provide the email notification of health questionnaire, vaccine certificate where applicable, or provide negative screening results.
• All visitors will have hand sanitized and screened with a hand-held thermometer at disembarkation.
• An Antigen test will be conducted for all visitors
• Those who meet all the required criteria will be allowed to proceed through immigration and customs for screening.
• Those who do not meet all screening requirements will receive further screening and quarantine. View detailed information on protocols.
• All luggage will be sanitized upon removal from the airport conveyor belt.
• All visitors should wear a face mask in public places and crowded areas. Visitors will not be permitted to enter any business, including hotels and restaurants, without a mask.
• Arriving passengers and crew who will have to undergo a period of quarantine will be identified by color-coded wristbands.  Wristbands will be placed on the passenger's right hand by a medical professional at the port of entry.

What is the minimum time that a traveler should plan to stay in Dominica?

• At present, there is no minimum duration; however, you should be guided by the risk classification that will be assigned to you and the requirements once on the island.

Can visitors stay at any property in Dominica?

• Vaccinated travelers who have been medically cleared at the discretion of medical officials are encouraged to stay at COVID-19 or Safe in Nature certified properties at the travellers’ expense; or their friend/family’s place of residence.

• Unvaccinated travelers who have been medically cleared at the discretion of medical officials are encouraged to stay at Safe in Nature certified properties at the traveller’s expense.

• All travellers must however subject themselves to monitoring for up to seven (7) days in addition to scheduled and unscheduled checks.
  
  Safe in Nature Certified Properties has gone through a training and assessment process to provide the guest with a “managed experience” in a safe environment for the duration of their stay while enjoying their vacation. Guests will be required to follow the regulations within the facility and must undergo at least one (1) PCR swab test to determine their COVID-19 status on Day 5 after arrival.

Which accommodations are currently open for guests?

Safe in Nature certified properties, and COVID-19 certified properties are currently open for both vaccinated and unvaccinated guests who are medically cleared at the discretion of medical officials. What can I expect at a certified accommodation?

All certified accommodations will be adhering to the Health and Safety Guidelines required by the Ministry of Health, Wellness, and New Health Investment:

• Accommodation facilities will be certified to operate under health and safety guidelines
• Temperature checks will be done at all entrances for guests, employees, and suppliers
• Luggage will be sanitized upon arrival
• Bellmen will use disposable gloves when handling bags
• Social distancing measures will be in place for guests and employees
• Hand sanitizer stations, touchless where possible, will be placed at key guest/public spaces. View the detailed accommodation sector guidelines.

If a hotel guest tests positive for COVID-19, will everyone there be quarantined?

Initially, all guests will be asked to self-quarantine while the Ministry of Health conducts a health risk assessment.  Extensive contact tracing will occur to assess the situation. 

If I have a valid negative PCR test, can I explore the rest of the island?

Once you have been medically cleared you can explore the island. Dominica welcomes you to explore iconic attractions, and activities such as hiking, diving, watersports, and Wellness spas. You are also encouraged to use certified service providers (Taxi, tour guide). See your SIN property’s website for details on their Managed Experience.

Are all sites opened to Visitors?

The Division of Forestry, Wildlife & Parks wishes to inform visitors and the general public that the following ecotourism sites will be opened to visitors from 9:00 am to 5:00 pm daily:

• Emerald Pool
• Trafalgar Falls
• Freshwater lake
• Boeri lake
• Middleham Falls
• Cabrits National Park
• Morne Diablotin Trail
• Syndicate Nature Trail

Visitors are further advised of the following;

• Non-residents must possess a User Fee Ticket to access the sites.

• Groups with 10 or more individuals are advised to call the Forestry Division at telephone numbers 611-5852/5854/5856 before visiting the sites.

• Visitors must comply with the Ministry of Health's Covid19 protocols and follow the guidelines for use of the sites and trails. Please ensure you take along a mask, hand sanitizer, and your personal water bottle.

Are other activities are available on the island?

Yes, there are other land-based, and water-based activities that one can enjoy. For the planning of your activity please contact your Safe in Nature property or their website for details on their Managed Experience.

How do I arrange a transfer to and from the airport?

• Arriving passengers must depart the Douglas - Charles Airport in a Safe in Nature certified taxi through the Taxi Dispatch.
• Departing Passengers: Vehicles will only be permitted to enter the airport with the driver and persons due to travel. 

Taxi operators have received training in passenger safety and minimizing risks. Your hotel can provide taxi suggestions. View the detailed transportation guidelines

• Certified transportation will be sanitized after every passenger use
• Hand sanitizers will be available for guests in taxis
• There will be limited contact between taxi drivers and guests
• Taxi drivers will wear masks at all times

Have Airport Rates Changed

Yes, airport rates have changed, and due to physical and social distancing, the taxi shuttle system has been discontinued. Here is an updated list of Airport Taxi Rates.

How Do I Get to Quarantine

Upon receipt of a positive result from the Rapid Diagnostic Test, travelers intending to go to a Safe in Nature property, or the Government operated quarantine facility will be presented with the options to:

1. Take a private taxi to the Government quarantine at their own expense.
2. Take a private taxi to the Government quarantine, or Safe in Nature accommodation along with travelers from the same cohort of aircraft on which they arrived, at their own expense.

Is other ground transportation available?

Yes, once you have been medically cleared you can rent a vehicle. Certified car rental companies are available, and their staff have received training in passenger safety and minimizing risks. Health and safety protocols will be followed. Visitors should use approved transportation.

Can business travelers go to work while on the island?

If you are fully vaccinated and on a business trip, and have been medically cleared by the health authorities, you can conduct business.  Consultants and contractors can also go to work. Unvaccinated consultants and contractors can only leave the premises, and or conduct face-to-face meetings after they have been medically cleared.

Is there anything I need to do when leaving Dominica?

Only drivers and departing passengers can enter air and seaports. Travelers must wear a face mask at all times during the departure process including entering boats and planes. Social distancing measures will be in place and all travelers should sanitize hands frequently and follow instructions of health care staff and port officials.

Will I need a PCR test before leaving Dominica?

It depends on the protocols at the transit ports and/or final destination.  If you need a PCR test when departing the country, the process for obtaining one is as follows:

• Call or WhatsApp 1(767) 611 3905, or email Patientwelfare501@gmail.com to make an appointment.
• Pay for the test at the accounts department at the Dominica-China Friendship Hospital (the former Princess Margaret Hospital) located on Upper Charles Avenue in Goodwill, and also via the Government of Dominica E-Payment Portal
• Present your stamped form and receipt upon arrival at the Roseau Health Center.
• Get your test done at the Roseau Health Center, or as designated by the medical professionals. 
• The results will be presented by the requisitioning medical officer or healthcare provider.
• The property management may facilitate the PCR testing request for guests.

What are the procedures that visiting yachts should adhere to?

When will cruises resume and what testing/assessment procedures will be in place?

Dominica welcomed the return of cruise calls to its shores on July 27th, 2021. Please check with your cruise provider for details on protocols.

Are Dominica’s 2021 major events still on?

The Ministry of Tourism International Transport and Maritime Initiatives, through the Discover Dominica Authority (DDA), has decided to cancel all major activities, health and safety being a priority. We will continue to monitor protocols set by the Ministry of Health, Wellness, and New Health Investment for all other activities.  As such statements will be made as we approach each activity.
